[B] Scope of Service:
(1) Contractor needs to to perform accounting, bookkeeping and tax services.
(2) Accounting and Bookkeeping Services:
- Develop a business model consistent with Generally Accepted Accounting Principles (GAAP) in order to establish a proper chain of authority for request and expenditures.
- Recommended for how to account for previously purchased inventory/capital purchases including its depreciation and physical accountability.
- Create forms and templates required to execute plan as established.
- Create initial chart of accounts.
- In consultation with us, help develop initial budget
- Prepare initial cash flow analysis
(3) Tax Preparation Services:
- Prepare Maryland Property Tax Forms
- Prepare IRS 990 Non-profit Return of Organization Exempt from Income Tax Form
- Prepare 1099 Miscellaneous Income forms
- Ensure IRS Tax Exempt Status is current
(4) Ongoing Bookkeeping Services:
(A) Vendor Services:
- Receive Request for Purchases
- Create Purchase Orders
- Electronically Receive Inventory (Based on confirmation of Receipt)
- Enter Bills Against Inventory
- Recommend execution of checks by Board
(B) Customer Services:
- Track receipt of funds from State, Federal and Local sources
- Create invoices to request additional funds, as required
- Track expenditures of restricted funds vs. unrestricted funds
- Track refunds and credits as required
(C) Banking Services:
- Record Deposits
- Record Checks
- Maintain an Electronic Check Register
- Reconcile Bank Statements Each Month
(5) Budgeting Services:
- Prepare budget verses actual to include
- Total appropriated
- Total encumbered
- Total expensed
- Record recommended changes to budgets.
- Track Accounts Receivable and Payable
(6) Document Storage for items provided:
- Bank Statements
- Purchase Orders
- Invoices/Bills
- Request for Expenditure forms
- W-9
- Contracts
- Cancelled Checks
- Shipping Documents
(7) Accounting Services:
- Prepare a General Ledger
- Journal Entries and Adjustments
- Depreciate of Fixed Assets
(8) Accounting Reports:
- Balance Sheet
- Income Statement
- Cash Flow Statement
- Budget to Actual
- Quarterly reports as required to PGCS
- Participate in Audits, as required.
